RHELAI 1.3 GA
To Reproduce Steps to reproduce the behavior:
- Install RHEL AI 1.3 using rhel-ai-amd-1.3-1732222529-x86_64-boot.iso
- run 'ilab config init'

Expected behavior
- 8x MI300X configuration should be detected

- OS Version: RHEL AI 1.3 prerelease
- Python Version: Python 3.11.7
- InstructLab Version: ilab, version 0.21.0
Additional context
- I've seen this in a bare metal install and when running the instructlab-amd-rhel9 container directly on rhel9
