We added the new package azure-vm-utils(v0.5.2) to RHEL in the early April, there is a latest release v0.7.0 in upstream now, this release v0.7.0 includes new network rules, suggest to rebase azure-vm-utils to latest upstream v0.7.0.

After rebase azure-vm-utils to v0.7.0, we need to request update WALA-udev(and related doc) to remove related network rules(sriov rules), in case any conflicts/duplication for the same rules.
