What were you trying to do that didn't work?

LC_ALL=C.utf-8 sudo dnf upgrade

This ends with LOOONG list of issues ending in:

  - cannot install the best update candidate for package samba-client-libs-4.21.3-3.el9.x86_64
  - cannot install the best update candidate for package ipa-client-common-4.12.2-14.el9_6.noarch
  - nothing provides samba-client-libs >= 4.21.3-5.el9_6 needed by ipa-server-4.12.2-14.el9_6.1.x86_64 from rhel-9-for-x86_64-appstream-rpms
(try to add '{}allowerasing' to command line to replace conflicting packages or '{}skip-broken' to skip uninstallable packages or '{-}-nobest' to use not only best candidate packages)

What is the impact of this issue to you?

Cannot fully upgrade VM with freeipa server.

How reproducible is this bug?:

Reproducible 100% of the times on two RHEL9.6 VMs. I've tried "sudo dnf clean all" to clean the cache and it didn't help.

Expected results

System is upgraded.

Actual results

Upgrade fails. Need to use "--nobest" to install partial upgrades.

This issue seems to be similar to the issue reported for RHEL 9.2 here: https://issues.redhat.com/browse/RHEL-43593.
