Change config_diagnostics comment to make sense again

      With OpenSSL 3.5 we changed the config_diagnostics to 0 (see RHEL-83990):

      Comment out the next line to ignore configuration errors
config_diagnostics = 0

      But since we have it set to 0, we already ignore configuration errors.
       
      We should either remove the comment or change it to something that makes more sense.
      Keep it simple from the user's perspective.
