evaluate 'background-snapshot' migration feature for better external snapshots with memory

      Currently external snapshot of a VM with memory pauses the VM for the duration of the state capture, which is sub-optimal for the workload in the VM. When the VM is not paused the state capture file explodes in size and the migration to file may not converge.

      Libvirt should evaluate the use of 'background-snapshot' feature that can dump the memory image while the VM will continue running.
