rteval-runner is currently being stored under rts-container-tooling, while the POC waits to go upstream. In this task, I need to modify the dockerfile to copy rteval runner and set the rteval-runner program as the entry point of the script. The container should still have the option to run under bash. Then run tests to make sure the container performs as expected.
