What were you trying to do that didn't work?

Customer faces serious issue with PXE boot due to which packets don't get relayed.

What is the impact of this issue to you?

System fails to boot with PXE.

Please provide the package NVR for which the bug is seen:

RHEL9.2 + RHOSP17.1

Installed latest RPM for RHEL 9.2 that have the BUG: 

  dhcp-common-4.4.2-18.b1.el9.noarch.rpm
  dhcp-relay-4.4.2-18.b1.el9.x86_64.rpm

How reproducible is this bug?:

Steps to reproduce

1. Deploy RHOSP17.1 + RHEL9.2

Expected results

Packets should be relayed and deployment should proceed successfully.

Actual results

DHCP relay service wiil start and keep running, but will leave the error message

"libcap-ng used by "/usr/sbin/dhcrelay" failed dropping bounding set due to not having CAP_SETPCAP in capng_apply"

The packets don't get actually relayed.
