What were you trying to do that didn't work?

If you use a systemd link file to rename an interface, dracut on RHEL 9.2 doesn't add the link file to the RAM disk. It works on RHEL 8.8.

Please provide the package NVR for which bug is seen:

      dracut-057-21.git20230214.el9.x86_64

      Steps to reproduce

Follow our docs: Configuring user-defined network interface names by using systemd link files

      Expected results

Dracut adds /etc/systemd/network/70-provider0.link to the initrd.

      Actual results

Dracut does not add /etc/systemd/network/70-provider0.link to the initrd.
