We need to provide some guidance on limits to the size of the CIB/maximum # of resources (hopefully our IPC fixes will help increase this value) due to users run into issues with large resource clusters.

This will probably just be a kbase article (or addition to an existing kbase article) discussing what things to watch out for in clusters with large configuration files.
