      The Clang resource directory, where Clang stores its internal headers and libraries, has been moved from `/usr/lib64/clang/17` to `/usr/lib/clang/17`.

      Move the clang resource directory from /usr/lib64/clang/17 to /usr/lib/clang/17/.  Also, enable per-target runtimes so that the compiler-rt runtime libraries are installed into /usr/lib/clang/17/lib/$TRIPLE/ .
