The python3-cython0.29 dependency is unwanted, migrate python-kmod to Cython 3

      Either python-kmod is removed from RHEL 10 or it uses Cython 3 to build, or it does not use Cython at all to build. Either way, it cannot use Cython 0.29.

      Hello, python-kmod maintainers.

      I've noticed this commit https://src.fedoraproject.org/rpms/python-kmod/c/f198d1b4031d77e935f01274b4f6e6008f5fa338?branch=rawhide

      Note that while temporarily using Cython 0.29 in Fedora is OK, using Cython 0.29 in RHEL 10 is undesired. Cython 0.29 is unwanted in RHEL 10. Please fix the package to work with Cython 3 instead. Normally, such transition should happen upstream, but the upstream repository https://github.com/agrover/python-kmod/ has been archived for almost 5 years.

      If you need help porting to Cython 3, let us know. Note that we can give advice, but we don't have the capacity to do this instead of you.

      As an alternative, removing python-kmod from RHEL 10 works as well.
