Using the distribution component since none of this stuff was shipped in RHEL-7.

This issue is to track providing rust and dependencies for Firefox 140 ESR.

The current required version of rust is unknown, but is estimated to be 1.87 based on https://firefox-source-docs.mozilla.org/writing-rust-code/update-policy.html#schedule. Current upstream minimum is 1.82, so assuming that for now.

These packages will be provided as buildroot-only using the tag rhel-7.9-z-firefox-esr-140-stack-candidate, created in RHELBLD-16605
