Reproducibility is not high (~1/10)

Similar problem can happen with other NDIS performance tests as well

The symptom is: in one (usually) or more iterations the test transmits packets and expects to receive them on the second side, but does not receive anything.

Typical failure statement in the log file: Receiver failed to coalesce the minimum percentage of received packets (70%). Only 0% of receives were coalesced. Typical  test report attached.

The root cause is unknown.
