[virtio-win][netkvm] BSOD in NDIS tests due to binding timeout

      Reproducibility is low (3 cases till now)

      The problem may happen with any NDIS test (1c or 2c)

      NDIS test protocol tries to bind to Red Hat VirtIO adapter and triggers breakpoint if the bind operation does not finish in reasonable time.

      The root cause is not clear.

      The netkvm miniports status in PAUSED according to "!ndiskd.miniports" and further "!ndiskd.miniport <RedHat adapter>, i.e. driver's side is ready for binding.

      The issue for tracking the problem (currently there were 3 case where it had happened) and for possible investigation of the root cause.
