Goal

Satellite currently integrates with ISC DHCP but that's EOL and being replaced in RHEL 10 (RHEL-14710). That transition would be a lot easier if we could rely on the recently open sourced hooks (https://www.isc.org/blogs/kea-hooks-opensourced/).

Acceptance criteria

The following Kea REST APIs need to be usable:

• Host Cmds
• Lease Query
• Ping-check

We may end up using more.
