Running the role during a bootc container build fails with "Service is in unknown state", and lots of tests fail on runtime checks like lsof or systemctl status rsyslog.

The most interesting failure is tests_server.yml which uses the certificate role – and that is not currently bootc compatible. Similar to the cockpit PR, let's just skip that test for now to untangle the dependency network.
