      Top chunk handling is a bit inconsistent right now. Most top chunks should probably be treated as unallocated chunks because allocations can be split from them. There is a sentinel partial chunk after the top chunk that carries just the (cleeared) PREV_INUSE bit, and that is the final chunk that should not be reported.
