Start TuneD after udev settles.
What is the impact of this issue to you?
This feature may significantly reduce number of possible race conditions during TuneD startup on OCP or platforms that do not use systemd as a service manager. With systemd the solution is simple, just order TuneD startup after the udevadm settle. Without systemd the option or main configuration option which, if enabled, will wait for udev to settle, is required.

Steps to reproduce
- Start TuneD
Expected results
Option to wait for udev settle.
Actual results
TuneD is started immediately, there is no way to wait for udev settle.
