build dnf5 in EPEL10

What is the impact of this issue to you?

libsolv 0.7.29 does not support all features of dnf5, namely the recently-merged https://github.com/rpm-software-management/dnf5/pull/1582

We should rebase libsolv to 0.7.30 which has the new feature required for the latest version of dnf5, bug fixes, and nothing more.

From the libsolv changelog:
