What were you trying to do that didn't work?
Upgrading grub2 packages on a RHEL 8.10 BIOS machine from 2.02-160 to 2.02-164 results in what seems to be a partial migration to BLSCFG and the server fails to reboot immediately after.
What is the impact of this issue to you?
Any machine following the patching or upgrade pathway defined above is going offline during a subsequent reboot.

Steps to reproduce
- Build a RHEL 8.10 BIOS machine without 2.02-164 grub2 packages present
- Set GRUB_ENABLE_BLSCFG="false" in /etc/default/grub
- Upgrade your grub2 packages to 2.02-164
- Reboot
Expected results
- The system does NOT attempt to migrate to BLSCFG
- The value of GRUB_ENABLE_BLSCFG in /etc/default/grub is NOT overwritten
- The system reboots cleanly after the upgrade
Actual results
- The value of GRUB_ENABLE_BLSCFG in /etc/default/grub is overwritten
- The grub.cfg has BLSCFG sections
- The system does not reboot cleanly after the upgrade
