During the implementation of Flatpak support to Anaconda we found out that installation will fail if there is a remote which is not accessible even when there is locally added to be installed from.

      It's described in

      https://docs.google.com/document/d/1It4ixNSnRO3KNGYJlPV1ArkFZyuPduF2MOVYA7wMH-Y/edit?tab=t.0

And we have a workaround in Anaconda:

      https://github.com/owtaylor/anaconda/commit/ea00c39482d418ca4d69fa8c52c914c4e0e13aa1

However, ideally the workaround in Anaconda shouldn't be necessary and we should be able to just turn off installation from network remote or be able to force installation from the local one.
