I'm currently using RHEL 9.5 and am disappointed to see that the list of available updates in GNOME Software is smaller than the available updates proposed by dnf upgrade. Surely these should be identical.

It seems dnf wants to update packages in rhel-9-for-x86_64-baseos-rpms or rhel-9-for-x86_64-appstream-rpms, but PackageKit will only update packages in rhel-9-for-x86_64-baseos-rpms and it just ignores rhel-9-for-x86_64-appstream-rpms. That's not good.

I'll attach example dnf output and I'll privately attach the repos from /etc/yum.repos.d.
