      Normally files in /etc are not managed by systemd since this location is considered for persistent configuration.
      It appears the systemd-user-sessions deletes the /etc/nologin file if present, which can be considered as a bug.
      Upstream fixed that through commit a78413baae0e999384b535d327203ebf417b1e24.

      Because it's hard to recreate the functionality, I would like to have this backported to both RHEL8 and RHEL9.
