What were you trying to do that didn't work?

When keep reloading mana_ib mana drivers(e.g. 100 times), sometimes see error -71 and error -110:

What is the impact of this issue to you?

1. See error message
2. After some errors occur, mana driver status is incorrect.

Steps to reproduce

1.  Create a D2s_v6 size VM on Azure. lspci check MANA NIC exists.
2.  Keep reloading mana driver for multiple times(e.g. 1000 times)
3.  Check dmesg

Expected results

No error found

Actual results

Can see error -71 and error -110. Sometimes the mana driver is loaded(lsmod|grep mana) but cannot see VF NIC in ip addr.
