How reproducible is this bug?:

Everytime

Steps to reproduce

1. Add a tomcat resource without setting the catalina_pid attribute
2.  Start the tomcat resource
3.  Then the first monitor action will fail

Expected results

The tomcat resource should not fail because the catalina_pid attribute is not set.

Actual results

The tomcat resource fails the first monitor action after successfully starting because the catalina_pid attribute is not set.
