Unable to connect to dbtest
This bug is caused by wrong capability detection in DBD::MariaDB and was present in RHEL9 since the package was imported. It was detected now because the testsuite was improved. There's no customer issue so far (but one can be expected as customers are gradually moving to RHEL9).
