      The 99-uki-uefi-setup.install (uki-direct sub-rpm) runs bootctl --print-esp-path to figure where the ESP is. In case $BOOT_ROOT points to the ESP this is not needed. Add a check to avoid running bootctl in this case.

      Background: bootctl does not work in some circumstances, specifically when running in installation contexts.
