When downloading the plugin from some countries, redirection can happen during downloading, which is not currently set for some curl calls in hp-plugin, so the plugin installation fails.
Fix: backport https://src.fedoraproject.org/rpms/hplip/c/4a5cbec2d343c943d625d1440a67f3bb5a6e4ff9?branch=rawhide to follow redirections in curl.
