Updated the package elfutils-default-yama-scope and file /usr/lib/sysctl.d/10-default-yama-scope.conf got re-written

Every-time updating the package
Steps to reproduce
1. Make changes in the file /usr/lib/sysctl.d/10-default-yama-scope.conf
kernel.yama.ptrace_scope = 1 <<------
__
2. Updating the package `elfutils-default-yama-scope`
# yum update elfutils-default-yama-scope
3. Changes the kernel.yama.ptrace_scope value again to `0`
kernel.yama.ptrace_scope = 0 <<------
Expected results
Value for kernel.yama.ptrace_scope remain same post updating the package
Actual results
Updating the package, changing kernel.yama.ptrace_scope as 0, present in the file /usr/lib/sysctl.d/10-default-yama-scope.conf
