While working upstream, we discovered that the recently added live migration support in passt can fail to properly preserve TCP connections when RFC 7323 timestamps are in use.  This is covered by upstream bug 115

This ticket is to track porting the fix downstream.  We should get the fix via rebase for RHEL-9.7 and RHEL-10, but we'll need to backport for RHEL-9.6.z, for the benefit of KubeVirt / CNV, which plans to use the feature.
