Goal

• As a user, I want to be able to disable and enable stonith resources in pcs web UI. The feature is available in pcs CLI. Non-stonith resources can be enabled / disabled in pcs web UI.

Acceptance criteria

• In the stonith resource detail page, there is a button to disable the resource (when it's enabled) or enable the resource (when it's disabled)
• Upon clicking the button, the resource becomes disabled or enabled, respectively
