      Goal

      • As a user, I want <to be able to analyse my OpenTelemetry instrumented applications via PCP metrics>, so that I can <record, report, infer and visualise behaviour of my instrumented application using supported RHEL tooling>.
      • As a support engineer, I want <comprehensive metrics coverage of customer systems>, so that I can <automate and provide better insights into customer system performance>.

      Acceptance criteria

A new PCP metrics agent, the OpenTelemetry PMDA, needs to be created to extract metric values using the OTel JSON exposition format, accessed via a ubiquitous form such as HTTP.

New QA tests that exercise the functionality are also needed, and a new man page.
