Configuring virtio net device as below when NPCAP (capture driver used by Wireshark) is installed

Steps to reproduce
On Server 2025
Install Wireshark with NPCAP
Install netkvm build 266 and up for Win11/2025 (must be a driver which contains "Ndis Poll Mode" setting)
Disable virtio-net device
Configure Offload.TX,Checksum, Offload.RX.Checksum, Offload.TX.LSO to disable
Configure UDP Segmentation Offload IPv4 and IPv6 to be disabled
Enable virtio-net device - BSOD happens in NDIS.SYS
