Enable contributing fixes for KVM on POWER for downstream users

      Over in AlmaLinux, we received a proposal to enable PowerKVM support for AlmaLinux 9 and onward from a community member running a large PowerKVM deployment.

      In our discussions about the nature of this proposal, we discovered that there's some work that needs to be done on the kernel to be able to support this feature properly in AlmaLinux. I am aware that Red Hat has elected to deprecate PowerKVM in RHEL 8.4 and disable it for RHEL 9, but we would like to re-enable it for our community members who need it for their OpenStack infrastructure.

      What I'd like to ask is if you'd be opposed to us contributing fixes to use PowerKVM in the CentOS Stream kernels? This would also potentially include requesting "surrounding" functionality to be turned on even if PowerKVM itself is not enabled in your kernel, to minimize kABI differences and to ensure things stay working in AlmaLinux.

      This would also be useful for Fedora and CentOS infrastructure too since PowerKVM is required there, so I'd like to see if we can collaborate and contribute to supporting this in the community even if Red Hat does not want it in the Red Hat Enterprise Linux product.

      Of course, we would also contribute around related userspace enablement as needed too.
