Upstream released a new version for ima-evm-utils, the version 1.5, with API changes and soname bump of libimaevm.so.5.

Note previously, we built rpm and ima-evm-utils via a side-tag when there is soname bump of libimaevm.so. This time we do it differently for the process to be more flexible and predictable,

1) First build ima-evm-utils which two versions of libimaevm.so early

2) When there is a release of rpm, it gets linked to the new version of libimaevm.so automatically

3) Build ima-evm-utils again to drop the old version of libimaevm.so
