Creating this bug based on RHELDOCS-19808 to review the issue and fix the behavior.
The firewalld service can't be disabled by "services --disabled=firewalld" in kickstart, but has to use "firewall --disabled".
A KCS for the issue has been created. If the action is as expected, I think it's better to update the document to have the customers be aware of it.
