The backup job (launched via e.g. virsh backup-begin) can now keep the VM active when the guest OS shuts down, which would previously cause the VM and thus also the backup job to terminate. The backup would have need to be restarted.

Goal
If a backup job is running thus the management software is backing the VM up a OS shutdown will terminate qemu and thus abort the backup job. The users of the backup job should be able to instruct libvirt to keep the VM around for the backup job to finish and alternatively allow even restart/reset of the guest if needed.
Acceptance criteria
- run a backup job
- shutdown the guest OS
- VM stays around for the backup job to finish
