Please provide the package NVR for which bug is seen:
virtio-win-1.9.43-0.el9_5.iso
virtio-win-1.9.44-0.el10.iso

How reproducible:
Always

Steps to reproduce
1. Boot up guests with balloon,viorng,input,vioscsi,viostor,pvpanic,netkvm,viofs devices
2. uninstall the existed drivers in device manager.
3. run installer.exe to install it.
4. run installer.exe to uninstall it.

Expected results
All drivers could be uninstalled.

Actual results
Sometimes, there are two or one drivers couldn't be uninstalled.

Others:
This is not a regression as I only checked the last two versions, both of them have problems.
