For non-rhel systems it's typical they have just major number instead of major.minor number for the release. In case we will want to enable upgrades on Centos (Stream) systems, we will need to update functions to allow this simple format.

Regarding RHEL systems, we should still have the hard requirement of the X.Y format only, as that's the only way we can reliably check the upgrade is performed following supported upgrade paths.
