      What were you trying to do that didn't work?

      Applying a performance profile on an ARM cluster is failing as tuned fails.  The performance profile creates a custom `TuneD` profile which makes use of cpu-partitioning profile.

      This stems from here:
      https://github.com/redhat-performance/tuned/blob/889387b0001b783514523162de21af406e31a549/functions#L480C2-L480C23
      as this profile is getting applied.

      Can't apply performance profile on ARM cluster.

      Every time.

      Steps to reproduce

      1. Apply a tuned profile which uses setup_kvm_mod_low_latency function (realtime-virtual-host or cpu-partitioning) on an ARM machine.
      2. Observe an ERROR in the TuneD logs.
