VM migrate fail during VM OS rebooting

How reproducible is this bug?:
100%
Steps to reproduce:
1. Set up migration env and start VM. 2. Reboot VM. # virsh reboot vm1 --mode acpi Domain 'vm1' is being rebooted 3. During guest rebooting, do migration: # virsh migrate --live vm1 qemu+tcp://X.X.X.X/system --verbose Migration: [98.40 %]error: internal error: End of file from qemu monitor (vm='vm1')
Expected results:
VM migrate success.
Actual results:
VM migrate fail.
Additional info:
Test with '--p2p', also migrate fail.
# virsh start vm1 Domain 'vm1' started # virsh reboot vm1 --mode acpi Domain 'vm1' is being rebooted # virsh migrate --live vm1 qemu+tcp://X.X.X.X/system --verbose --p2p Migration: [98.04 %]error: operation failed: job 'migration out' failed: Unable to read from socket: Connection reset by peer
