Unable to create empty file

      When testing cockpit-files. I've found that there is possible to create new file/dir via drop down menu, what is fine.

      I've expected to be able to create also empty file, but I've found that there has to be some content set inside this file, to be able to click on create button.

      Use-case is similar to using `touch` command, what creates empty file, when file does not exist and some tools or configs expect to just create empty file, to enable/disable something.
