What were you trying to do that didn't work?
Testing initial install of CentOS Stream 10 with KDE Plasma (from EPEL), I randomly saw Dolphin not have shortcuts on the left panel due to some kind of race with xdg-user-dirs and Plasma launching.
What is the impact of this issue to you?
Dolphin looks somewhat broken.

How reproducible is this bug?:
Sometimes, it's really inconsistent.
Steps to reproduce
- Install CentOS Stream 10 KDE live image
- Log into the new user after rebooting
Expected results
The XDG directories in the user home directory are populated and the shortcuts exist in the Dolphin menu.
Actual results
Sometimes, there are no directories and no shortcuts, sometimes there are no shortcuts but the directories exist, and sometimes everything is fine.
Additional information
This is a variant of Fedora BZ#2319081 and Fedora KDE ticket 577. The fix has been in upstream xdg-user-dirs for a while now (which is to switch to systemd user units with proper dependencies), and just hadn't been backported.
