What were you trying to do that didn't work?

dnf provides  does not show me which package has the three utilities textutils, sh-utils and fileutils

What is the impact of this issue to you?

coreutils, coreutils-single don't provide these tools required by IBM spectrumscaler client that customer uses.

Please provide the package NVR for which the bug is seen:

coreutils-<any>.el9.x86_64

Steps to reproduce

1. Run `dnf provides fileutils` on RHEL9 
2. Run `dnf provides fileutils` on RHEL8

Expected results

 It should find the command in RHEL 9  as it was finding in RHEL 8.

If the components are removed intentionally then we should have this change documented in Consideration document
