      What were you trying to do that didn't work?

      I was trying to start a text mode installation in text mode by the "inst.text" boot option. The installer asked me to either run remote graphical installation using RDP or text mode. After selecting the text mode option, graphical UI started instead.

      What is the impact of this issue to you?

      Cannot run text mode installation.

      Steps to reproduce

      1. Start the installation with the inst.text boot option.
      2. When asked, confirm starting text mode.

      Text mode installation starts.

      Graphical mode installation starts.
