What were you trying to do that didn't work?

collecting sos reports for ceph on nodes where ceph-common is not installed results in missing ceph data files. Multiple clients do not want to have ceph-common packages installed on the hosts and their rational is that since ceph 5, the proper execution path should be to run cephadm shell which executes ceph inside a container. 

What is the impact of this issue to you?

lot's of sos reports are unusable for ceph diagnostics.
