rpmdevtools in RHEL 9 and 10 has a hard dependency on python-argcomplete, but this is only used by rpmdev-spectool and even there support for the completion is entirely optional in the code.

We should turn the requires into a weak dependency or just drop it entirely to trim off the dependencies.
