Goal

As user, I want to safely delete resources without affecting other unexpected resources.

Acceptance criteria

• When disabling resources before their deletion would affect any other resources, the command would fail without committing any changes, similarly to `pcs resource disable --safe`.
• When any other CIB elements that affect other resources (e.g. collocation constrains) would be deleted, the command would fail without committing any changes.
