Right now the seabios binary packages (seabios, seabios-bin, seavgabios-bin) are only shipped for x86_64 in RHEL 9 (in the AppStream repo). This is a similar issue to https://bugzilla.redhat.com/show_bug.cgi?id=2125336 (which was about edk2) and I'm hoping for a similar resolution – shipping these packages in CRB for all other architectures, while keeping it in AppStream for x86_64 (per https://bugzilla.redhat.com/show_bug.cgi?id=2125336#c11 this is allowed).
I'm requesting this to enable building qemu as part of the CentOS Hyperscale SIG without having to maintain a forked version of seabios there (https://git.centos.org/rpms/seabios/commits/c9s-sig-hyperscale). This work is being done in preparation for adding qemu to EPEL 9, which will require seabios being available on all arches. See https://bugzilla.redhat.com/show_bug.cgi?id=2125336#c10 for more details (this talks about el8 but the main point stands).
