How reproducible is this bug?:

always on s390x machines

Steps to reproduce

1. install ima-evm-utils 1.5-2 and above version on s390x
2. run ima-setup(included dracut integrity module to load key and policy after reboot), and check all key and policy loaded
3. reboot
4. ima key not loaded after reboot

Expected results

ima key loaded

ima key not loaded
